The nouns in this frame may denote the Rate unless the referent is specifically expressed. This frame is a general description of the relationship between any two dependent quantities; children of this frame may describe situations in which the scale of the Numerator and/or the Denominator is fixed. This assumption is commonly adopted in statistical models that are used to estimate the transmission rate of HIV.
